A domain is listed when it meets three conditions and is not set aside. It is a registrable domain such as example.com or example.co.uk: subdomains are left out. Its live DNS publishes a mail server (MX) and a DMARC record, and its nameservers do not belong to a parking service listed in the nameserver guide. Its recorded DNS history contains at least five dated MX, NS, TXT or CNAME records and, among them, two mail providers, two DNS providers or two SPF policies first recorded at least 30 days apart. A mail or DNS host that matches no provider listed in the MX and nameserver guides counts as a provider named by its registrable domain, so mail servers under the domain's own name followed by a listed provider count as two. Hosts whose registrable domains share a name, such as example.com and example.net, count as one provider, and a host that shares that name with a domain of a provider listed in either guide counts as that provider. Where a listed domain is named with a common word (jellyfish.systems, mail.ru, nic.ru, mx.microsoft), only a host under that same registrable domain counts as its provider. Providers of one company count as one: Google Workspace, Google Domains, Google Cloud DNS and Google's own nameservers (ns1.google.com to ns4.google.com) are Google, and Namecheap, Namecheap Private Email and Namecheap Jellyfish are Namecheap. The parking services listed in the nameserver guide, which include the nameservers of suspended domains, are not providers. Two SPF records with the same terms in a different order are one policy, and so are two records that differ only in the qualifier of all (~all, -all or ?all) or in an explicit +. A domain that meets the three conditions is set aside when its recorded history is nearly the same as that of a domain already listed, which alone appears. A lower threshold applies when both histories share a DNS or mail account. A few domains are also set aside after a manual review.
